And we watch. It feels like they wanted this plan in place so that when they need it they can put it into motion. So, are they waiting for us to leave? Or after a black swan event of their planning? Or after a natural disaster that they see coming? Or will it still be this month?

There's a theory that our leaving is the black swan event and it all kicks off then. As to when, that's another question.
