After looking at a few commentaries ... they are all saying Tyre is not a person but a city in Lebanon and that it will be judged for 70 yrs (the judgment took place in 572 BC) and then the city was restored. Jesus visited Tyre and even Paul mentions he visited the city and spent time - 7 days with the Tyrian disciples.
