Poltava, Sumy, Kremenchug and Kharkov lost power as well UPDATE 2:29 PM EDT -- Reports coming from Ukrainian sources that, IN ADDITION TO THE CITIES LISTED ABOVE, Dnepropetrovsk, AND THE ENTIRE OBLAST OF ZAPOROZHYE have also been hit with total electrical blackouts. This targeting of electric generating plants is a major change from how Russia has conducted itself for the prior 6+ months. Crucially it would include the United States and other NATO allies providing Ukraine with "security guarantees". Kyiv officials stressed in unveiling the plan Tuesday that it's not meant as a replacement for NATO, but as a legally binding alliance to be in place while Ukraine eventually pursues full NATO membership. Russia is about to have referendums in the eastern republics of Donetsk and Luhansk and even the province of Zaporizhzhia regarding annexation to Russia. You’re probably asking what the big deal?
